註釋This study was designed to examine the role of the elementary school counselor in program planning from the perspective of the counselor. Public school counselors, in an area defined as the East Tennessee region, were surveyed concerning their responsibilities, approaches and perceptions of planning a program to meet the needs of the population they serve. Participants were asked to record their opinions using a five-point Likert Type scale. Results indicate that slightly more than half of those surveyed plan and evaluate program objectives on a regular basis, using an informal approach. Counselors in this survey feel they do not lack training in the area of program planning. The majority of respondents serve student populations of more than 500, and that serving multiple schools and large populations has the most impact on delivery of service.
