Fourteen handwritten pages dated 17 April, 1877 are stamped 178 through 191. They contain minutes signed by Sir J. L. A. Simmons, summarizing and commenting upon: despatches from both George-Thorne Ricketts, the consul at Tiflis (modern Tbilisi, Georgia) and from Lt. Col. Wellesley; plus a document titled 'Armed Strength of Russia.' That document analyzes Russia's military strength in the Caucasus region, east of Turkey between the Black and Caspian seas.
