Also, the aim is to create European Higher Education Area, which would promote Europe as a world education destination (The Bologna Process 2007; The European Higher Education Area). These goals are taken to national levels as well. In Finland the goals for internationalisation of higher education institutions aim to enhance the quality of degree programmes and excellence in education and research, to create genuinely international higher education by staff and student mobility, and increase the number of international degree students and personnel.
