It is designed for NGOs and grassroots groups, donor institutions, development agencies, trainers, activists, organizers, and researchers - all those interested in building bridges between civil society, government, business, and other influential people and institutions to promote more accountable political processes and responsive development policies. There is a special training and capacity-building Annex at the end of the Guide that provides workshop and planning ideas for planners and trainers.
