During the 1970s, the U.S. Army Corps of Engineers (USACE) embarked upon an undertaking which has since been termed the Strong-Motion Instrumentation Program (SMIP). The SMIP was designed to allow observation and analysis of seismic waves produced by earthquakes and explosions to examine the effect of these motions on USACE projects. Objectives of SMIP are three- fold: a. To provide insight into the safety of and to act as an inspection guide for existing USACE projects. b. To provide a measure of project performance. C. To act as a database for performance predictions and earthquake research.
