During an attempted robbery at the treasury building, Dean (Eric Roberts) finds himself pitted against former co-worker Quentin (Jurgen Prochnow) who is bent on stealing U.S. currency engraving plates. When Dean foils the getaway, two earthshaking explosions rock the high rise, trapping the robbers and a group of tourists inside. Dean tries to save the victims while keeping his foe at bay.
