The objective of a real-time traffic management system is to maximize the efficiency of traffic networks by responding to the dynamic and random nature of traffic on a real-time basis. It typically consists of a monitoring, an optimization, and a control process. There is a need for a framework that allows these involved processes to be formulated and integrated systematically. Besides a number of methodologies developed for the optimization process, few methodologies are available for the monitoring and control processes.
