The Dutch floods of 1953 first sent Jan and his sister Adinda up the belfrey tower and then into Mrs. Ools miniature houseboat, sailing with a pup, a cat, a rabbit and a rooster. When the water recedes, they discover the civilian rescue volunteers have clung to their personal prides and jealousies even when they've lost everything else.
