Issues in Infrastructure Financing
註釋This presentation raises, comments on, and to a degree answers twelve questions. The questions address what the infrastructure is, why it should warrant special consideration, why it is appropriate to borrow for infrastructure more than for other expenditures, determining the appropriate amount of infrastructure, who benefits from investment in an appropriate amount of infrastructure, why infrastructure seemed more affordable several decades ago, whether government is responsible to pay for it through general revenue, the impact of urban form on infrastructure, and the relationship between infrastructure and relocation of businesses.
