This paper compares the application of the organizational project management maturity model (OPM3)® with traditional consultancy methodology. Two different teams, working within the same time period, conducted separate organizational assessments of the same organization. One team of three senior project management consultants produced a report on the actual state of the organization's project management practices, tools, templates, documents, and systems. The other assessment was conducted by an OPM3® certified professional who produced a project scoped OPM3 assessment. While the results of both assessments were similar, the OPM3 assessment required less effort and a shorter time period for completion. The authors state the case for OPM3 as the most cost effective, efficient tool to support a full organizational change management process. The authors also cite data compiled from one of 100 case studies underway in the OPM3 Portugal project (Pinto & Williams, 2013). The project is a comprehensive analysis of the degree of maturity attained in the adoption of project, program, and portfolio management methodology within Portuguese industries.
