This book is a teaching resource written by a former senior police officer, now working in the field of human rights and policing, as a contribution to the realisable ideal of securing respect for, and protection of, human rights by and through effective policing. It is a Teaching Manual designed to enable educators and trainers of police to conduct human rights seminars and workshops for police, or to enable them to incorporate human rights' into police academy programmes.
The Manual provides a concise account of international human rights standards relevant to the exercise of police powers, to the performance of police functions, and to police leadership and training. Chapters on the professional context, the international context and the democratic context within which policing is practised, provide a framework for this account.
The content and format of the Manual are based on best practice developed by the author when delivering human rights programmes for police initiated and organised in a variety of countries by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law. The long-term nature of these programmes means that it has been possible to develop and refine teaching methods and material, which have been incorporated in the Manual.
