An Evaluation of the Soil and Water Environmental Enhancement Program
註釋The Soil & Water Environmental Enhancement Program is a federal-provincial initiative designed to reduce the volume of phosphorus loading in the Lake Erie basin and to maintain or improve the productivity of south-west Ontario agriculture by arresting soil degradation. This report presents an evaluation of the Program, using data from program reports, interviews with program staff and contractors, and a survey of farmers from the Program study area. Research findings are presented with regard to: the effectiveness of the Program in meeting the two objectives stated above; the economic impact of using conservation tillage methods; creation & dissemination of conservation information to farmers; farmer attitudes toward soil & water conservation; Program impact on adoption of conservation practices and on research activities; unintended effects of the Program; organization & management of the Program; and cost-effectiveness. Appendices include an annotated tabulation of the farmer survey results and descriptions of Soil & Water Environmental Enhancement Program sub-programs.
