註釋This article provides background information and discussion regarding the provision of constitutionally mandated legal services for indigent criminal defendants. The article explains how the Board of Indigents' Defense Services (BIDS) fulfills these legal obligations across the State with a combination of offices staffed by full-time public defenders and private attorneys serving as assigned counsel. There also is additional discussion of how BIDS handles appeals of criminal convictions, conflicts of interest, and capital cases. Particular emphasis is placed on costs across the agency with detailed data on capital cases and compensation for assigned counsel.
