The Social Fund
註釋The discretionary Social Fund, which comprises Community Care Grants, Budgeting Loans and Crisis Loans, was set up to help people on a low income meet one-off expenses on necessities and cope with emergencies. The report draws on a 'state of the art' assessment of the Social Fund combining original quantitative and qualitative research and involving users of the Social Fund and other members of the public to come up with ideas about how to improve it. The book is divided into two parts: The first examines the current role of the Social Fund and is based on focus groups with eligible applicants and non-applicants. It outlines how people cope with living on a low income and experience of Social Fund applications. Analysis of national survey data is used to investigate the characteristics associated with the receipt of Social Fund awards and repayment of loans. The second part of the report considers the future direction of the Social Fund. The report draws on existing recommendations for reform and new qualitative research to propose both immediate changes to the current scheme and a more radical redesign. Focus groups and a workshop with recipients and members of the public identified what needs or life-events should be met through Government support. Suggestions for a radical reform of the Fund, including five new awards, are put forward and costed.
