註釋
After two years of deterioriation in the global employment situation because of the worldwide economic slowdown, 2003 was a year of economic recovery. However, there were no visible signs of improvement in terms of employment. Total unemployment grew slightly despite a a worldwide growth in GDP of 3.2 per cent and a slight pick-up in trade after a weak 2002 (3.0 per cent compared with 2.5 per cent in 2002). The size of the informal economy increased in the developing regions with low GDP growth rates. The industrialized regions have a seen a strong recovery from the economic slowdown but the recovery of employment in Latin America and the Caribbean has been slow. East Asia saw an increase in unemployment mainly due to rising unemployment in China. The picture brightens somewhat in 2004, with increasing trade leading to GDP growth in the industrialized economies as well as in the developing regions. The world economy has seen GDP growth but no overall employment growth, a prospect that needs to change if the Millennium Development Goal of halving world poverty is to be achieved by 2015.
