The City of Lismore, located on the Richmond River in northern New South Wales, has a history of severe urban flooding. Some 2,000 residential properties and 700 commercial properties are sited within the 1 to 100 year flood limit which has a guage height of some 13.0m. The severity of the hazard can be appreciated from the fact that some residential properties had original floor heights of less than 8.0m. Structural flood mitigation measures are minimal but over 85% of individual house owners have responded to the hazard by raising their property. The reasons for, and the success of, this exceptionally high individual response and the dominance of a single non-structural mitigation measure forms the basis for the study. The historical development of the flood-prone parts of Lismore is reviewed and a summary given of the flood frequency, urban land use and flood damage reported in earlier studies.
