Who Is a Normative Foreign Policy Actor? delves into one of the fundamental aspects of foreign policy at the global level. The book raises the question at a time when there is a proliferation of global actors. For the previous fifty years there was only one undisputed hegemon of policy based on ideals--the United States. The European Union is an emerging foreign policy actor, driven by self- declared normative principles. But Russia, China, and India are also increasingly assertive actors on the global stage and similarly claim to be driven by a normative agenda. This book explores how these various global actors will define their foreign policy priorities and how they will interact, especially if their ideas of normative behavior differ.
