On March 25, 1998 Bill Clinton issued a delayed apology in Kigali, Rwanda, because of the inaction the international community took during the 1994 Rwandan genocide crisis. This essay argues that Clinton went beyond merely apologizing for the international community but also used various aspects of image restoration theory.
