Post-Uruguay Round Market Access Barriers for Industrial Products
註釋Market access issues remain one of the most important elements on the agenda of the multilateral trade system. This report highlights a number of key issues concerning the level of border protection remaining after the Uruguay Round, and emphasises the need to improve both the quality and availability of protection data. The report uses both applied and bound rates, and examines the structure of protection from the perspective of both the importer and exporter. It considers the effect of preferential agreements on the tariff structure, and the barriers to access by the least developed countries into the markets of developed countries. The overall conclusion of the report is that significant levels of protection still need to be addressed.
