For example, do we build, remodel, expand, maintain, consolidate or eliminate facilities? Other factors need to be considered when the decision has been made to build: where, by response time, by geography, by computer graphics, or a combination of all systems? Should the community consider more stringent codes? Sprinkler ordinance? Detection systems with alarm ties? More fire resistive construction materials? Staffing? Equipment type (engine, aerial, quint, tanker, rescue, special units: hazmat/trench/high angle)? The results indicated that a needs assessment would be the major thrust in the data gathering mechanism. However, planning and a team approach will become the most critical factor for the success of the total project. The computer programs available to document the data collected and assist the team in answering the "what if" questions were very helpful.
