註釋The Mohammed Bin Rashid School of Government (MBRSG), established in 2005, is the first research and teaching institute in the Arab world to focus on public policy and governance. On December 6, 2018, the MBRSG launched a strategic initiative called the Leadership Club. This initiative sought to change the way public servants in the United Arab Emirates and the Arab world acquire new skills and knowledge. The club provides opportunities to its alumni and students with lifelong education and adapts them for changes in government. To encourage membership, the club offers attractive benefits such as ten-year, renewable, unlimited free access to the various learning and growth opportunities. However, the organizational structure of MBRSG, which comprises various different functional and educational departments, does not share the same aspirations as the Leadership Club. As a nonprofit organization funded by the Dubai government, the institution has an obligation to be self-sustaining for the purposes of business continuity and growth. This is where conflict starts to emerge between the respective proponents of the economic and human development perspectives. Increasing Leadership Club members means the organization has to forgo economic returns at the expense of developing human capital. The success of the initiative also requires active collaboration and contribution from the different conflicting departments. Should the MBRSG change from its current structure to accommodate the membership target? How can change be effected with minimal casualties among the various conflicting factions?
