Simpson, a long-time veteran of the Chinese Maritime Customs Service, wrote about China under the pen name Putnam Wheale. In this letter, written from Peking in 1908, he argues that it is the duty of the United States to insure "that the control of the Pacific does not pass into the hands of which might become hostile when least expected." He is referring to the fact that Japan "deliberately creates a battlefleet of 14 battleships & 15 armored cruisers." He thinks that the Panama Canal will be helpful to the US in this regard, and goes on to repeat his warning about Japan's enhanced manufacturing capabilities. He estimates, however, that "It will take fifty years materially" for these factors to develop. [From dealer description].
