註釋The British Columbia Forest Practices Code empowers the Forest Practices Board to appeal the approval of a forest development plan, allowing the Board to act when it appears that a plan has been prepared in contravention of the Code. This report discusses two fundamental problems with the legislation as it relates to appealing approvals of Small Business Forest Enterprise Program forest development plans. These problems appear to prevent the Board from appealing such plans and indicate that those plans can meet a different standard than other forest development plans. Recommendations are made for amending the Code and a related regulation.
