註釋Abstract: Guidelines for the evaluation of educational programs have been designed to cover a broad spectrum of applications by suggesting step-by-step procedures for gathering, analyzing and interpreting information on attitudes, functions, or achievement. The CSE model is focused on "when" to evaluate, pointing out developmental phases during which the target audience could effectively assimilate information, rather than "how" to conduct the evaluation. Suggestions for constructing an evaluation include determining outcome needs, defining the evaluator's role, establishing credibility, and deciding what to measure and how to report it. The procedures include setting the boundaries of the evaluation, preparing a program statement of goals and their selection criteria, monitoring program implementation and achievement of objectives, and reporting the information gained
