Manitoba Framework Agreement Initiative Review
註釋In December 1994, the Framework Agreement Initiative (FAI) on the Dismantling of the Department of Indian Affairs & Northern Development, the Restoration of Jurisdictions to First Nations Peoples in Manitoba and Recognition of First Nations Governments in Manitoba was signed on behalf of Manitoba First Nations and the Department. This report presents a review of the FAI at the end of its third year, as mandated under the agreement. Review methodology included examination of relevant files & documents, key respondent interviews, focus groups, and case studies in four communities. Review findings are presented & discussed with regard to the FAI context, vision, objectives, structure, activities, roles, responsibilities, relationships, management, accountability, negotiation process, community consultation process, and cost effectiveness. Recommendations for improvements are provided throughout.
