The author then discusses claims based on private law, such as those brought by Iran against the Shah, by Haiti against Baby Doc Duvalier, and by the Philippines against Mr. and Mrs. Marcos to recover misappropriated property, and the claim of the British Government against the publishers of Spycatcher, the book written by a former member of the British security services.
