This report uses a case study approach to explore growth management and intensification policy issues in the three largest metropolitan regions in Canada. It begins with an overview of the compact city concept, its benefits, and its challenges (social, environmental, economic). Case studies are then presented for the Vancouver, Toronto, and Montreal regions. Each study attempts to: identify the full range of government agencies at all levels that have adopted policies to promote growth management or housing intensification; survey those policies; determine the degree to which the policies are linked between various levels of government; relate the policies to the policy context; and assess whether individual policies and the policy framework taken as a whole are likely to be effective in promoting growth management and intensification. The concluding chapter synthesizes the findings of the case studies, makes some observations on general issues, and offers comments on provincial, metropolitan, and municipal planning.
