註釋According to this report serious problems exist for the IDPs regarding the substance and implementation of the Compensation Law, the dissemination of the Hacettepe Survey, and the implementation of the Framework Document. And the government has not yet developed concrete programmes to ensure sustainable returns to places where original displacement took place and to reintegrate urban IDPs who do not wish to return.
