This report examines the U.S. responses--what went well and what needs to be improved. Ultimately, the U.S. needs to improve its preparation and budgeting for disasters, and ensure economic flexibility to better recover from disasters. Policymakers should not forget the importance of local assets, such as the National Guard and civil society and faith-based organizations, that are essential to long-term recovery.
