註釋The purpose of this paper is to generate discussion on some of the fundamental issues that determine the priorities set for post-secondary education in Ontario. It states that although funding considerations are at the root of some of these issues, they are not the prime concern of the paper. It is proposed to conduct a review and discussion to formulate policies to achieve the essential objectives for the kind of post-secondary education desirable for Ontario. Sections of the paper provide an overview of Ontario post-secondary education and discuss objectives guiding policy development (excellence, accessibility, range of programs and institutions, accountability, responsiveness), factors influencing policy development (such as demography and funding), and priority areas for discussion.
