The European Treaty was adopted in 1984 by the European Parliament to reform, on the basis of a new constitutional test, the European Community. This commentary on the Treaty by four legal experts who assisted the Parliament in drafting the Treaty, examines such questions as the nature of powers of the European Union; the place of human rights in European integration; the role of political cooperation and foreign policy; and the role of the Court of Justice.
