Since the establishment of the 12 health regions, the accountability and financial reporting requirements of the regions have increased substantially. This, coupled with fully-appointed boards, has changed the vision of health districts/regions being mostly autonomous from government to one of more overt provincial control with regions a partner in a larger governance and accountability structure. The evidence for this conclusion comes primarily from interviews with key decision-makers and experts, many of whom have significant knowledge of the regionalization of the health care system. In explaining the government's decision-making during this time this thesis is informed primarily by the state-centred analytical framework. The paper concludes that the primary driver behind the decisions made was the provincial government and not the public or vested interests. Examinations of other potential analytical frameworks are undertaken, but the state-centred framework bears out in the evidence and conclusions provided in this paper.
