註釋This seminar was organized to address questions that water management authorities face. Seminar participants were interested in both past research findings and future planning and research needs in the Southwest Florida Water Management District. Specific concerns of the District that motivated the seminar included the need for fiscally sound guidelines and assurances that scientific research expenditures would lead to constructive recommendations that were not content to solely call for more study of the problem. Guidelines and reommendations -- "tools to do the job" -- were sought. This volume contains the formal presentations that were made at the seminar.
