Time and Limited Success as Enemies of the Vietcong
註釋Possible effects of political-psychological trends on the morale and competence of the Viet Cong organization. Barring a major Viet Cong military breakthrough, the element of "time" may present dangers to the insurgency. Increasing popular disillusionment can be attributed to several factors: (1) The wartime regime has placed unexpected burdens on its new constituency; (2) promises of land, aid, and increased freedom have not been fulfilled; (3) although the Viet Cong is trying to establish itself as the legitimate government, they have not provided the usual government services; and (4) a Viet Cong victory is not as clearly in sight as it was six years ago. The rising disinterest of the rural population has had seriously harmful effects on Viet Cong morale and behavior. The Viet Cong has become too much of a regime and yet lacks the power of full control. Limited success poses a subtle but direct threat to the continued vitality of the movement
