註釋Over the past decade, Australian governments at all levels have 'rediscovered' community. Terminology such as, social capital, community capacity, and, more recently community resilience have entered the lexicon of Australian social policy (see Chenoweth and Stehlik, 2001; Kenyon and Black, 2001). Well known Australian social policy examples of the renewed interest in community capacity and resilience include initiatives such as the Stronger Families and Community Strategies (FACS, 2003) and Community Engagement and Community Capacity Building initiatives of various state and territory governments across Australia (see Qld Government, 2003; NSW Government, 2003). In this paper, we focus on community resilience as an important dimension of the contemporary policy debates on enabling communities.
