Indicates that it is not thought of much in the district, since such a bill has been so long talkd of in Congress & having undergone so many modifications without success. Speculates that, if it passed, it would not create much excitement here. Also, notes his own bias against it, since he suffered under the old one. Admits that some cases would benefit from a bankruptcy system, but worries about its effects on smaller estates. Anticipates it restoring many valuable members to a state of activity and usefulness in society.
