註釋The move from analogue to digital broadcasting, the growth of broadband access to the internet, and the development of new platforms such as mobile TV are all giving consumers a far greater choice over what they watch and listen to, and where and when the do so. New markets are opening up for creators and broadcasters, and empowering consumers who are no longer limited in the range of products available. This creates challenges for the creative industries and their regulators to ensure that consumers are protected, and that creators are able to obtain their due reward. In this respect, the protection of intellectual property and enforcement of copyright law are of greater importance to the health and survival of the creative industries than ever before. This report surveys the new media technologies in the UK today, examines the impact upon creators and the links between creator and consumer, and reports on the problem of piracy. Finally, the role of government is assessed: there is a clear role in setting the legal framework and enforcing it, particularly to combat piracy; and there should be greater clarity in the law as to what is and is not permitted.
