One area virtually untouched by recent progress in arms control is that of naval arms. This document examines why naval forces have largely escaped constraints. It discusses the record of past attempts at naval arms control and why progress has been so slow. It looks at the prospects for future negotiated measures and whether some areas of naval arms control hold more promise than others.
