註釋The debate on the future of Europe is crystallizing. When analyzing what future lies ahead, it is no longer appropriate to separate western Europe from eastern Europe, one issue-area from another issue-area, and one institutional framework from another. Europe, while displaying a wide variety of cultural and social characteristics, shows a high degree of interdependence in terms of the economy, migration and security. However difficult, it is increasingly necessary to combine these conceptually different issues which are all part of the process which is shaping future co-operation and integration in Europe.
