Barriers and Incentives to Training
註釋Real or perceived skills shortages in Canadian industry raise important policy questions about the changing skill needs of industries and how the education & training system can respond appropriately. This paper addresses these issues by summarizing key insights from a broad range of literature regarding barriers & incentives to adult education & training. The paper identifies organizational, labour market, and individual characteristics that influence skill development activities in most industries. Issues discussed include lack of adequate information on training needs, the effect of the size of the firm & workplace innovations, changes in employment relationships, self-employment, computer literacy, and formal versus informal learning. The final issue examined is the extent to which workers' skills are actually used in workplaces. The final section discusses the concept of the learning organization and outlines an agenda for further study.
