An Evaluation of the Beaufort Sea Environmental Assessment Panel Review
註釋The final report of the Beaufort Sea environmental assessment panel was submitted in July 1984, concluding the lengthiest (4 years) and most comprehensive public inquiry conducted to date under the Federal Environmental Assessment and Review Process (EARP). The review also represented a significant expansion in the use of EARP for planning and management of northern development. For these reasons, the Review Office commissioned an evaluation of the Beaufort Sea experience to examine the policy and institutional implications of the mandate of the Beaufort Sea review; to analyze the operational effectiveness of review procedures, especially those that represent departures from conventional practice; and to consider the contribution of the panel's report to environment and development decision-making. This report examines the study strategy and research design; analyzes the role, practice, and impact of the panel review; and contains conclusions and recommendations on process development.
