Building capacity in Tunisia is of great importance to the United States. Supporting Tunisia as it builds its counterterrorism institutions and preventing the flow of foreign fighters to and from Tunisia remain core objectives of U.S. assistance programs. Undergirding these objectives is assisting the government of Tunisia in its transition to democracy through the building of lasting democratic institutions. By necessity, this reform has included focus on Tunisia's border management, where authorities have been working to balance security with the facilitation of licit flows of people and commerce. This report, part of a larger U.S. Department of State effort in North Africa and the Levant, focuses on border management, particularly on the Tunisia-Libya border from Ben Gardane in the north to just south of the border city of Dehiba. It also assesses port and maritime management activities in and around Ben Gardane, the airports, and Tunisian land border management forces currently being employed, and it examines the interplay among the various national government entities and how direction and policies at the national level translate to border operations on the ground, sea, and air. Finally, it includes a set of recommendations that have the potential for improving the border management capabilities in Tunisia.
