Argues that the demand for highly skilled labour and flexibility of work organisation increases the functional role of industrial relations while, at the same time, undermining the role of traditional semi- autonomous institutional subsystems. Suggests that product market developments may not only revive older, radical concepts of labour- oriented product policy but also induce trade unions to adopt a more conscious regard to product, marketing and technical strategies.
