This report seeks to measure the differential impact of rising energy prices on different households, especially on the poor. It discusses the effect of existing energy and conservation policies and government programs on the poor, and proposes ways and means of ameliorating undesirable effects within the context of overall national energy policies. Recommendations on changes to government sponsored programs are given.
