A New Era in Liquor Administration
註釋In September 1993, the Alberta Government announced fundamental changes to liquor retailing in Alberta, with the Alberta Liquor Control Board (ALCB) being phased out and replaced by a private sector-owned and operated retail system. The ALCB has been divested of all financial responsibilities for liquor inventory and supply chain management. This review provides an historical perspective on the changes and describes the policy objectives of privatization; liquor retailing before and after the change; the privatization process; the licensing of private retail liquor stores; inventory and supply chain management; product selection and retail pricing; ALCB markup strategy and revenues; liquor warehousing and distribution; wholesaling; and consumer and economic benefits.
