This study reports one approach undertaken to attempt to answer the question of which factors distinguish more effective from less effective schools. Data used is concerned with the reading literacy achievement of students attending primary schools in twenty six countries. The study was conducted by the International Association for the Evaluation of Educational Achievement (IEA) in the period 1989-1992.
