Countering Insurgency in Iraq
註釋The major immediate U.S. and coalition objective in Iraq is to ?help the Iraqi forces and the Iraqi government defeat [the] insurgency.? The basic U.S. strategy for gaining this objective is to ?empower moderate Iraqis,? ?marginalize the extremists politically,? and ?hunt down? the insurgents militarily. Given the persistence of proinsurgent attitudes in Iraq and the continuing high levels of insurgent operations in the country, it is evident that the implementation of the U.S. strategy has been, as yet, less than fully effective.This monograph addresses key issues relating to a more-effective suppression of the ongoing insurgency in Iraq. It explains some of the reasons the insurgent resistance in Iraq has been difficult to suppress and why the fighting is likely to be protracted, emphasizes the critical importance of acquiring better actionable intelligence, and suggests specific measures for countering a protracted insurgency more effectively.
