註釋Responding to heightened military interest and the call for arms control in the Arctic, an area which only received attention when long-range bombers and the defences against them were of strategic importance to the Superpowers, this paper examines a variety of past proposals for such arms control measures. Details the lack of interest among governments concerned, and determines feasability and desirablitiy of enhancing security in the Arctic. Discusses the concept of nuclear weapon-free zone as has been often proposed for the Arctic, especially one that would include most of Northern Europe. Addresses the issue of demilitarization, as carried out in Antarctica, and the type of arms control known as confidence-building measures, with reference to two specific proposals of stand-off zones through aerial and submarine surveillance. Also discusses the prospects of ballistic missile submarine sanctuaries designed to enhance the survivability of the sea-based deterrent.
