註釋The year 2007 marks the 140th year of continuous efforts by the Southern Education Foundation (SEF) to improve Southern education quality and opportunity for all of the region's people, especially those whose life chances are hobbled by poverty. SEF has played a critical role in the South's long circuitous march toward realizing the American Dream of freedom from want through education. SEF's programs of research, policy analysis and development, consensus and public-will building, educational outreach, and technical assistance provision have helped the region begin to address old patterns of education inequality and inequity. Progress has been made. As shackles of the past have been removed, the region's economy has expanded; old patterns of out-migration have been replaced by in-migration; and antiquated ideas and practices related to race have declined. A new more democratic and inclusive culture built on respect for diversity and recognition of the inter dependence of all Southerners has begun to take hold. Still, this is no time for complacency. In this research report, SEF explains why. For the first time in more than 40 years, the South is the only region in the nation where low income children constitute a majority of public school students--54 percent. This report chronicles the growth over time in the number of low income students, long-standing patterns of underinvestment in public education, and the consequences of that underinvestment.
