Airline Restructuring in Canada
註釋This final report begins with a review of the state of the Canadian airline industry since the acquisition by Air Canada of Canadian Airlines Corporation and the changes in air travel since the September 11 terrorist attacks. It then examines the impacts of the four pillars of Canadian air policy (Canadian ownership, reciprocal agreements, domestic deregulation, user pay) on the government goals of efficiency, viability, affordability, and domestic & international competition. Recommendations are made for both the long & short term with regard to such matters as foreign ownership, user fees, transportation system integration, air access, legislation, consumer protection, and employee relations. Finally, some ongoing challenges faced by stakeholder groups are discussed and recommendations for actions are made. Recommendations made throughout the report are summarized at the end. The appendix includes statistics on the domestic, international, & trans-border air travel markets.
